The P5 just want more autonomy from the NCAA which is what they will get. The rules will be written by the P5 schools, but they will leave to where a school from any conference could choose to follow them. UConn will need to drop football or something, but the rules written won't prevent them from competing in basketball or they could have boosters foot the bills or something. These rules from the P5 conferences won't kill UConn basketball it will kill UConn football.
