How do teams get invited to preseason tourneys?

Dream came true today when I heard there's a new preseason tourney here in Cayman (Cayman Islands Classic!)- due to start Nov 2017. Teams were just announced. I'm curious, how do teams get invited to these tourneys? Do they actively pursue the location or is it the location completely deciding?

If it's on the teams to pursue, would Syracuse ever be interested?
If it's on the location, I know I'll need to get active.

I'm not positive but I think it's a combination of both the tourney reaching out to schools and schools contacting tournaments. But if you live in the Cayman Islands, I'd say your dreams came true awhile ago, not just today
