I found this interesting article on Twitter that explains why a win over Wagner would count toward bowl eligibility. According to the article, while Wagner's league (the NEC) counts only athletically-related aid toward their scholarship limit, the NCAA counts aid from other sources as well (including need-based, merit, and/or academic aid).

Interesting...So Wagner found a loophole to get around their conference's schollie limit...as long as the NCAA is good, I am good!!
 
Seems to be legit, but I wouldn't be exactly shocked to see a mid-season proclamation that it won't count for some reason.

More importantly, could this open up even more schools as possible opponents? Could Cornell fall into this category or does the Ivy League have a blanket prohibition against playing FBS schools?

I posted a while back when Wagner was first announced an article stating that FAU last year could count the win against Wagner if they became bowl eligible. They never got enough wins to validate it, but here is the article.

It would be interesting to see how the Ivies could take advantage of that loophole.
