In general, most productions are usually required to have a minimum of 25 union people. So far I only have one waiver, so am not eligible to join SAG even if I wanted to. But joining SAG (when you do have the option) is a big decision because it is very expensive -- $3,000 to join, and then a few hundred bucks every year in dues.  So you really need to make a commitment to make the background acting your full-time profession since it will take a while just to cover the cost of the initial fee investment. And it is not that easy to get work either -- you are competing against many other people when you submit for roles.  And tying this all back to the AT&T commercial -- the union people for this production consisted of the people sitting at the official scorers table as well as the players (extras) sitting on the two benches (as you might imagine, the SAG people generally get the more featured roles).
