Stipends are complementary benefits.  Universities are making a commitment to student-athletes by offering these additional benefits... presumably because the additional funds will offset some of the additional costs student-athletes incur.  Players should be able rely on those funds and plan accordingly.  Universities have every right to revoke the benefit (along with terminating a scholarship if violations occur) but I don't think it's right for them to establish a kangaroo court simply because they are supplying the funds.  Administer the process with integrity and allow for student-athletes to develop personal financial management skills (rather than arbitrarily saying your locker is dirty, give back $50).

That being said, I'm not a fan of student-athletes being paid - but that's another discussion.
