It's just how college football is now-a-days and it's not going to change as long as it makes that ridiculous sums of cash. The NCAA knows it, they just come down when somebody is going to break a story about a school so they give out a punishment to make it look like they are still a wholesome organization that is "looking out" for the players. Once something leaks to the press and everyone hears about it, the NCAA finally steps in. They don't actually care as long as they are bathing in the money they get from exploiting student athletes.
