Try this: Shut Safari down.
Settings-->Safari-->Advanced-->Website Data-->Remove All Website Data
Also - Inside of Safari/Settings, be sure Block Pop-ups is selected. And in the same place, be sure to block cookies from third parties and advertisers.
Save settings, then turn iPhone off, and restart.
