I don't think anybody who wore 7 was good enough to have it retired, unless I'm wrong.

Anyway, modern rules forbid players from wearing 7.

I believe traditionally numbers with digits of 6-9 were rarely used. They tried to have numbers that the refs could signal, one digit for each hand.
