I'd seen that their new coach is Dino Mangiero, formerly of Brooklyn Poly Prep. He's a Rutgers alum and is known for nudging his players to other programs (other than Syracuse).

My understanding is if they sign and then don't make it the school loses the scholarship. I think that applies to JUCOs also.

Class of 2019 LB signee Juwan Mitchell won't play for Rutgers, will return to Butler junior college

The NCAA allows 25 initial counters per year, and being that Mitchell had signed, he will count against that number, despite not attending Rutgers in 2019. On the flip side, Mitchell not making it in and returning to junior college allows him out of his national letter of intent.
