It left that contractor hanging as their was strict time tables to be met and it was almost impossible to verify the next hire if he was qualified to do the work. It was a huge game and congel took advantage of it.....really, the temporary employees of the green contractors should take the most of the blame as they sometimes disappear for hours on their contractor's dime chasing for more money.
