He has no choice on the roster limits.  Schools not in P5 conferences can choose to abide by the rules of the settlement or not.  I've read, maybe on IL, that in lacrosse, it is expected that only the ACC & B1G teams will use the terms of the settlement.  It isn't expected that other schools, not in the P5 conferences, will opt in.  So far I am not aware that any other school has said they will opt in.  There is a thread on the House case settlement I believe on the Football Forum.  I don't believe Syracuse has announced how many scholarships they will give.  In football the old scholarship limit was 85.  Under the House case settlement the roster limit is 105.
