If I-81 wasn't a factor, SU would have just kept improving the Dome for its remaining useful life. The secret drawings were contracted for shortly after the announcement was made by the way. Finally Minor did know about this beforehand as many her staff knew about it for quite some time. What she didn't know about was Cuomo throwing the $200 million at the last minute during this years budget process. It was Cuomo's way at getting back at Minor for challenging him on kicking the can down the road regarding public employee retirement funding that had become dangerously close to being underwater that would have forced municipalities across the state to raise taxes dramatically. The only reason Cuomo was able to proclaim $200 million for a stadium as that was money earmarked for pension funding this past year wasn't needed because of the 25-30% gains in the stock market last year bringing public employee pension funding back to a safe margin. Minor when she cried foul over a year ago didn't foresee 30% gains in 2013 and you don't hear her complaining much about it lately.
