the project only makes sense to the city if there's is a big enough multiplier above and beyond whatever externalities will be captured by the developer (retail, hotel, and housing in the area)

if you think that multiplier is small, it may not be worth the risk of not knowing what it will cost the city later.  if there are tax breaks baked into the hotel, retail, and housing and if those components simply move people around within the city, everyone else in the already depressed city would end up making up the shortfall (which includes existing hotels, retail, and housing)

just because the state is willing to spend 400 million on something doesn't mean that there's anything in it for the city.

the people who keep making the argument that the money will get spent someplace else anyway are acting as if this is the only chance we'll ever get to spend other people's money.  i see no evidence of that.  other people's money is always there, there'll be another chance for everyone to assume magical multipliers by spending other people's money.  maybe next time it'll be a more cautious and transparent process
