Ross ended up paying for the upgrades all on his own 100% out of his pocket with NO tax breaks (and they have already begun construction) and the Politicians in the area messed up because now in the end for every "big event" (ie Super Bowl, NCAA Playoff ,world cup, wwe wrestlemania..etc) held in his stadium (since the county and city didn't want a partnership with him, Ross retains 100% ownership of the building) he will get a payout from the city and county now per "their" deal they wanted. Essentially Ross will double-dip now. When a Super Bowl is held there he keeps all of that money since he owns the building (after the NFL takes it cut out), plus the city pays him to hold the event there under the deal the county/city wanted. Ross actually gave the City and County a sweet-heart offer initially where he paid for 70-80% of the upgrades out of his own pocket and a "hotel tax" just paid for by tourists would have paid for the rest over 20 years or so, not taxpayer money to the locals. The politicians shot it down (because one big politician in the state had a grudge against him and refused to let it go to a vote since he had that power and ran out the clock on the bill), and ended up countering with this offer which is actually a better offer for Ross in the long-run and makes him MORE $$! Since the vast majority of politicians in the area were on Ross's side they strong-armed the guy with the grudge into just getting out of the way of this. But it was too late he already cost the region money! He pays for all of the upgrades (since he was paying close to 80% to begin with not a big deal) and now he gets massive payouts for every large event. Gotta love politicians! One guy essentially let his personal vendetta against Ross cost the state, county, and city millions if not billions in the end.
