The politicians shot it down (because one big politician in the state had a grudge against him and refused to let it go to a vote since he had that power and ran out the clock on the bill), and ended up countering with this offer which is actually a better offer for Ross in the long-run and makes him MORE $$! Since the vast majority of politicians in the area were on Ross's side they strong-armed the guy with the grudge into just getting out of the way of this. But it was too late he already cost the region money! He pays for all of the upgrades (since he was paying close to 80% to begin with not a big deal) and now he gets massive payouts for every large event. Gotta love politicians! One guy essentially let his personal vendetta against Ross cost the state, county, and city millions if not billions in the end. [/QUOTE]
