Gonzaga is probably not too far off.
UNC has had off seasons in that period as has Kentucky.
Duke has been consistent, but ACC was strong at some points in that period.
Kansas has been consistent as well.

My guess is
1. Kansas
2. Duke
3. Gonzaga
