It was given not only for his exemplary results and leadership as a supervisor in cryptology services (my term, not the official term), but also because he submitted a plan to revamp an aspect of the communication process during times of conflict, which was implented across the entire fleet. He was limited in what he could tell me about it, so I really don't understand it.
I just tell folks he helped make us safer.
