He had the ammo to climb into the next tier and take his a shot at a championship and instead stood pat and overvalued his own assets. He's a good GM but Celtics fans and some of the media were propping him up to be a genius and so much smarter than everybody for the past few years so I think that's why he's catching so much heat now.
