Seems like Toronto will be #5 and Chicago will be #6.

I know that Philly wants nothing to do with Toronto and would prefer to face Chicago.  Toronto has won the season series 3-1 against Philly, and Toronto has typically made Embiid perform below his norms.   Including last night when Toronto beat Philly again without 2 starters.  Also Thybulle can not play in Toronto as he is unvaccinated.

I would think Philly will try hard to get the #3 seed to get to play Chicago for the reasons noted above.  Chicago also has Ball out.

Boston hold the tie-breaker over Philly.  There last game is against Memphis.   How much (if at all) do they want Chicago or Toronto.  The availability of Jaylen Brown in Toronto. would probably dictate some of that as well, and only they know the answer.    I'm not convinced that he is vaccinated or not vaccinated.

Brooklyn has two easy games left. So I assume they are going to get a 7/8 spot and avoid the harder scenario that #9 faces.

Cleveland is in a bit of a free fall and they may not even make it past the play in.
