[/B]   Look at the first O'Bama Congress. A huge majority in both houses.  They did not attempt to submit any Amendments or even definitive legislation on the issues.  Instead, they did health care.   I don't recall Trump coming in with as big of a cushion in Congress, but the same observations apply. Instead, he went with changes to taxes.   (Biden doesn't get that criticism, as he has no margin to work with.)
   These are the two biggest fund raising issues for politicians. A final, definitive Constitutional Amendment would take away the political cash cows.
