After the ACC and SEC forced negotiations open due to the clauses that provided for expansion, ESPN and the others have realized it is easier to lock conferences in early and avoid the expansion game. There is no rush to expand for the Big 12. I fully agree that this does not mean that the Big12 will NOT expand, just that $$ is not the issue from their standpoint.
