I just made up. If Schools could only recruit players from within their own state then who comes out best? Florida, Georgia, Texas schools . Maybe not when theres a ton of schools to share players. Something crazy to talk about.
 
Florida or Virginia or Connecticut.

That's where the popular Prep schools are (IMG, Oak Hill, South Kent, etc...)
 
California, Texas or Florida since those states are the most populous and would presumably have the greatest number of recruits (players) to chose from.

What if we changed the rule to where the player was born or where their parents reside?
 
In the state they’re playing only. As in Syracuse can only recruit players playing in NYS.

Question remains; do they have to have ties to the state or can they be moved there for their senior year so that they can attend a specific school?

As long as you’re playing within the state its fair game. In state recruits only no matter how they got there.

So can you recruit them only as seniors. What about a guy that commits as a junior then transfers to a prep school in another state?

NIL would move to high school level allowing families to move to different states.
