I've seen these exact quotes from the NCAA book on multiple sites this year, and I still don't understand what the point of the new rules are since they aren't called. According to the new rules, Ennis really only took about 4 shot attempts, and wasn't awarded his other 18 or so free throws :(

Seriously though, will they even bother with them come tournament time?

"The following types of personal fouls should be called consistently:
  • When a defensive player keeps a hand or forearm on an opponent;
  • When a defensive player puts two hands on an opponent;
  • When a defensive player continually jabs by extending his arm(s) and placing a hand or forearm on the opponent;
  • When a player uses an arm bar to impede the progress of an opponent."

when an offensive player clears out a defender with a forearm.
 
I like how the new rules have to point out for incompetent refs that an "arm bar" needs to be called consistently.
