There's two parts of it. First, ever stop at that little Dunkin on Almond Street? There's like four city blocks of unhealthy trees covered in brake dust scattered about all the concrete pillars. Roughly the same size as Armory square, but it's wasted space that's too loud and sort of toxic to hang out in. There are legit plans to turn that kind of space into those SoDoYoLoHo type of neighborhoods.

Second, this was always going to be expensive. The viaduct is no longer serviceable. "Reconnect the city" is a *way* easier sell (to residents/taxpayers/lawmakers) than "Spend a bunch of money to keep things the same." So they embellished as much as there was to embellish.

To your point, the "get people to stop in the city" is indeed ridiculous.

But I think there is a real upside for football here if we can develop more Marshall St/Armory Square style stuff in Dome proximity. Right now downtown and the hill are like two separate cities separate by some weirdly placed industrial buildings and parking lots. I'd love for that to become our Kerrytown.
