new transfer waiver rule

regarding kids' transferring due to 'family' circumstances. I wonder if this could affect John Raymon and if Syracuse will appeal. This was the rule whereby Raymon's 'circumstances' were denied costing him a year.

Will the NCAA make the rule retroactively apply to everyone who has transferred in the past 2-3 years, or make it only effective from this point forward?

Can't hurt to try. It'll give Raymond eligibility in 2016.
