The Pac-12 and Big Ten have rules against non-conference games after week 4. The Pac-12 has granted USC and Stanford exemptions to this rule, but the B1G does not do the same for Notre Dame who typically has played 3 B1G teams annually. I highly doubt this 60 game contract with ACC will be revised by either side unless the college football playoff passes a rule that requires teams to be in conference which I do not expect.
