Also specifically recall reading that the reason why it had to be done fast was that if Texas did indeed say no, which looked like it was going to happen, the Big 12 (with Texas' approval) was going to approach Pitt as an expansion candidate. Both the ACC and Texas believed (and probably still do believe) that Pitt was a key to possibly getting ND down the road.
