His team mates love him, his coaches love him and would love to have him back.  Bottom line is Winston can make throws that Mariotta (and a few NFL QB's...like Andy Dalton etc.) can't make.   Tampa is not that far away.  Granted they had a terrible year but there is enough talent on that team that Tony Dungy picked them for the Super Bowl before the season (with the full knowledge that either Josh McCown or Mike Glennon would be their QB).
