NFL - Offsetting Fouls

Watching the end of the Cowboys v Texans game and they through a flag. The Ref declares “Offsetting Personal Fouls” then calls off 3 or 4 different Texans’ numbers and just one Cowboy.

How do you offset personal fouls on 3 or 4 guys against 1?? When your talking about personal fouls you’d think you’d need to have the same number of guys assessed personal fouls for them to offset, wouldn’t you?
