If the conferences were to become conferences of 20, with 2 divisions of 10 with a round-robin.  Then each division winner could get in, along with 4, 6, or 8 at-larges.  Rotate division members every 2-years to see diffferent teams.  Even 16 teams out of 80 = 20%.  That is roughly where the Big Dance is and well below NFL.

Not to hard to get to 80 either: All P4= 67.  ND= 68.  Pac-8 = 76.  Tulane, UConn, USF, and Memphis = 80.

The remaining 56 merge with the top 24 of FCS to form an in-between layer of 80.  Each of the 80 teams plays 1 game at a top 80 location for revenue generation.

And then one team from the slightly gutted FCS can also play a Week 0 game at a top 80 location that does not count in the standings, but is another revenue getter/sharer.

Then 2 OOC games against an equivalent team from another conference.  13 games, 12 that count.

Then the playoffs.
