The other card is ND remaining independent in football but helping the ACC act aggrfessiviey to strengthen its football value. That will not increase the ACC's value as much as Card #1 would. but it would stabilize everything involving the ACC, probably enough so that the ACC could lead in creating a new football Top Tier of 4 leagues rather than just 2.
