I've always wondered why schools don't hand out academic scholarships or need based grants to athletes instead of using the allotted team scholarship. Is this something the NCAA forbids? Maybe schools don't offer full attendance academic scholarships (w/room & board)? Why couldn't we give the best student on the team a full academic scholarship to open up a scholarship for someone else (Bryant in this example)? Is it a Title IX situation, perhaps?

With nothing available right now, two kids coming off major knee surgeries and a need for an interior player like Bryant, could SU play with their "accounting" to give Bryant a scholarship even if no one leaves?

Forbidden by the NCAA rules for football and both basketball teams. In those sports you also have to give a whole scholarship; no partials.

Since Ivy League only awards needs based scholarships how does the limitation (13 for basketball) work with them, or is the 13 limit just athletic scholarships?

I thought we have had kids who didnt count towards the scholie limits because they got some other kind of money deal with the school? Seems like it was a Rb around 10 years ago?

It's just athletic grants-in-aid. Everything in the Ivy is need-based only (and how many athletes don't need at least some?) for all sports, hence no signing day announcement by Harvard. They get the same financial aid consideration and file the same paperwork as any other student. They work it just like D3 does. The Ivies watch each other like hawks, since they are mostly recruiting the same players, and will rat out a transgressor to the League office, especially violations of the Athletic Index, the formula for and limit on "look the other way" admissions (their dirty little secret).
