We would have made all your smaller divisions into 1. Say 500 or less... And then they used common sense, where good programs(less enrollment) moved up, bad programs(more enrollment) moved down..

Football is equally about preparation, so the different enrollment sizes were fairly irrelevant.

Example. Top division has the best programs, regardless of enrollment. Most schools, 1500-1800. Largest at 3300. The smallest, 900, 1100, 1100.  The 3300 didn't make the playoffs.  Both 1100's did(and beat 2200's first round) The 900 was 3 points away from the championship game... Champion had 15 schools larger.(by as many as 2000, but generally 4-500).

I'm calling hogwash on those concerned about equal enrollment.  Plenty of examples to fix your problems, without being forced to silly 8 man...
