The penalty flag was thrown because the 3 back guys in punt formation did Georgia Tech-like cut blocks to knock the rushers down so the "punter" would have a clear field of view of the receiver. It's against the rules for those guys to do a cut block on a punt, but obviously not on a fake punt. the PAC-12 crew wouldn't pick up the flag even after they were shown the rulebook. We lost 17-14.
