These kids can easily vault into the most wanted category. Round 3 , first few weeks of the senior season - these are the kids the school didn't know existed, or were kids sitting behind somebody else in the past and are now making a name for themselves. Also this is probably the time staffs start to develop "backup lists" for the players that they like, but do not love. Some offers are starting to be made to those kids as the "elite" kids start committing elsewhere. Round 4, last dash - Recruiting cycle is almost over, you need a few additional bodies and this is usually where the "undiscovered" talent and sleeper prospects get offers, as teams try to make sure they fill their class and they probably put out a considerable amount of conditional offers at this point to cover their bases. I would also say sometime between rounds 3 and 4 offers start going out to the kids with academic issues that have a shot at qualifying.
