Once a prospect has a 'Cuse offer what can happen

to that offer...can 'Cuse change its mind because someone else is better or more likely to come on board? Are there any NCAA or 'Cuse rules that must be followed?
I know that a kid can verbally commit but until he signs letter of intent he is free to go his way. How does the school offer lock the school into the kid? Just wondering based on hearing all these players we may be going after, have offered etc. Seems like the #s would overflow the class and scholly offers?
 
Scholarship offers are non binding until the recruit signs a national letter of intent to attend a given school. That can't happen until well into their senior year.

Most scholarship offers are conditional. A school might say "we need a PG for the 2013 class. We are offering 3 players. One is you. The first to verbal to us gets that spot."

We have done that in the past, though I think with Ennis, we like him so much that we are not going to offer anyone else until we know where he is going. We will probably have arrangements with other players as backup plans, like we had with Hakim Warrick in case Julius Hodge went elsewhere.
