Hasn't the temps been running about 20 degrees above normal all winter?

Besides most of january and half of february being -30, -40, it's been a very warm winter. It was above freezing this weekend, causing alot of melting, then freezing. Some rain Saturday and Sunday night shut most of town down Monday.
