There were some very powerful state boosters complaining and outraged by the penalties - the players and staff knew the repercussions and accepted them. Who provoked the change? Who made the case to the NCAA? Hopefully not the same strong politically connected people who prevented the investigation and helped cover-up the crimes in the first place or the conference heads who need a strong Penn State.
