I think it's more the fact that they didn't invest in football, didn't care about football, and as a result were a absolutely horrific for many many years until Al Golden arrived.  The current leadership at temple is investing in a lot of good stuff, they are making things happen there at a rapid pace in terms of developing the campus area, cutting departmental overhead, marketing to a specific type of student, and leveraging the few truly solid academic programs to benefit the broader institutional priorities.  And it seems like they may be committed to trying to make football work because it fits their vision on a number of levels.    As I recall it Rutgers and temple were essentially on equal footing in the big east in the 90's- both were perennial losers.   Now we laugh at Rutgers recent misfortune, but going from where they were to getting a big 10 invite shows that if resources and commitment are applied, a school like temple could get a decent program going that is capable of driving fan support.
