I thought it was common for most high schools to not use a shot clock.

California, Maryland, Massachusetts, New York, North Dakota, Rhode Island, South Dakota and Washington use one.

I read that because these states use the shot clock they are not allowed on the rules committee. Sounds like something the NCAA would do.
