I think this is driven by scheduling concerns tied to the continual loss of college football independents to schedule with.

It is really hard for an independent these days to put together a somewhat decent schedule. Losing Navy and Army in particular were devastating blows to UMass.

It is just UConn and ND left now. And with ND's arrangement with the ACC, they are really half in the conference, at least if you count Stanford as an ACC school (I know that game won't count as one of the 5 ACC schools the Irish must schedule each season).
