The culture is complicate in the the desire to cover things up. The fans didn't knowingly contribute to the cover up - but the culture was apart of the equation. Hiring a guy with ties to a gang rape point to lack of awareness at best. And yes - many feel that the only way to break the culture was to dish out a harsher penalty.
