If the schools or coaches were actually writing checks to the kids, or directly handing them bags of money if might be easy to regulate. When you have off-shore shell companies owned by boosters sending money to a prospect's mother's boy friend's second cousin it's really hard to regulate unless you take some bold and draconian steps.
