I respect your opinion, but I am going to say this recruiting problem runs deeper than the old recruiting paradigm. Since the advent of "pay for play", the old recruiting norms are out the window!  Coach Jack has all the skills necessary to be a good recruiter. What she personifies and has to sell to potential recruits is compelling enough to win some of these battles. The difference now, is that schools are paying players and many players are going for the schools that can drop off the biggest "bag". College athletics has changed completely and not everyone is equiped to succeed in this new landscape. Money is such a taboo topic. No player or their familiy is going to admit in public that they went for the cash, but that is what is going on behind the scenes. Syracuse has two choices, they can join the "arms race" and up their financial commitment to the women's program  and enhance their
ability to pay players or they can continue to play by the old rules, and look for ways to maximize their ability to scout and recruit under the radar talent. The ACC now has three programs, Miami, North Carolina, and Stanford with top 10 recruiting classes and I think 3 others are in the top 25.
