In NYC you can be arrested from blocking pedestrian traffic.   There's  a famous case where a black bus driver is just standing in front of his own building talking to someone and he gets arrested for blocking pedestrian traffic.  There was no one around but these two guys talking.  The guy was still wearing his tie and bus driving uniform.  I guess the police just didn't like the way he looked.   Gee, the guy was just standing in front of his home.  So much for liberty!

§ 240.20 Disorderly conduct.
  A  person  is  guilty of disorderly conduct when, with intent to cause

  6.  He congregates with other persons in a public place and refuses to
  comply with a lawful order of the police to disperse; or
  7. He creates a hazardous or physically offensive condition by any act
