Top Three Teams from Each Conference must be in a separate region

Sometimes the committee has a preference to avoid rematches. Michigan St may have made more sense then Ohio St, but Kasnsas and Ohio St already played. Also Indiana would have made more sense in Atlanta, but UK-Indiana already played. Also UNLV would make more sense in Phoenix, but UNC-UNLV already played.
