Question about drug testing policy in Ncaa

Is there one as far as "recreational" drugs go in terms of an Ncaa wide policy? It seemed to me as though during the controversy over cuse "failed" drug tests that yahoo kept bringing up that there is no policy but the Ncaa leaves it up to the schools to institute their own. Which leads me to the following question. Do other students get drug tested without cause at these schools? Im thinking no. So why should athletes? I dont think the star mathematician should be any more of less subject to this stuff than an athlete. If there is some behavioral issue that gives someone a reason to believe that drug use may be in play, that is a different story.
