I would say a couple reasons, 1. while this video exists, it does NOT show a pattern of abuse. It strongly suggests one to me given how he didn't even hesitate to unload on her, but there is no proof of a pattern purely in the video evidence. If there are no police reports/calls from the address hospital visits (which in several cases there are not, or at least not early on the control an abuser has is just too much if there are no major injuries ala broken bones) its nearly impossible to establish a pattern of behavior.

2nd the fact he is a professional athlete scares a lot of prosecutors. All it takes is one guy to be a strong Ravens fan who would never vote against Rice and he walks. At least this way he has a conviction on record for his ple bargin and a pattern of behavior has at a minimum been established in the event he ever takes action against a woman again they can throw the book at him.
