We aren't recruiting quarterbacks to play tight end. We're recruiting them to play QB. Just because Marrone thought A-Rob and Catalina would never play QB and moved them doesn't mean we're going to move every single non starting scholarship QB to another position. Especially if they are next in line to win the job...

Right, nobody recruits QBs to play TE, but it happens. I can name a few QBs other whom you've sighted above who converted to TE over the years here, and elsewhere. Some successfully, some not so. Pat Kelly comes to mind right away. In all probability, Loeb's not going to be the starter this year or next. If he wants to play some more ball, he'll consider his options, if presented.
