I just ran the numbers.  Unless my math is wrong, here are the records for interdivision play in the ACC in 2021.  Regular season only.

Wake 2-0
NC St 1-1
Clemson 1-1
UL 1-1
FSU 2-0
BC 2-0
SU 1-1

So FSU, BC and SU were a combined 3-15 against division foes (with the only wins against each other, where someone had to win).  But they were a combined 5-1 against the lowly Coastal.

Overall, it was Atlantic 10 wins, Coastal 4 wins.

The vast difference in quality of football in the divisions shows no signs of going away.  Pitt is going to be good for a while, and Miami might just be getting on track to be good again some day.

Everyone else in that division looks destined for crappiness for a long time.

Blow it up.  Make Clemson happy by establishing a rotating pod system so everyone ends up playing everyone else the same number of times (except maybe your rival. or two rivals, whatever ends up happening there).

Let's make the ACC a real conference where we play all teams on a regular basis.  Let's get more variety and interest in away game road trips.  Let's start to build great new rivalries (or in some cases re-establish them).  And let's start in 2023.
