Why wasn't one called on BC on the Hof punt? Was there a rule change I missed? Are you now allowed to pummel kickers?

I think its because he's a rugby style kicker and once he starts to run with the ball, he basically becomes treated like a QB. Yup. Running outside the tackle box makes you a running back, whether you kick it or not. At that point, roughing/running into the kicker is off the table. 'Best' you can get at that point is unnecessary roughness.Roughing or running into the kicker or holder:
